Can any illegal activity give rise to restraint and forfeiture?

All Criminal Code offences, and Controlled Drugs and Substances Act (federal narcotics law) offences can trigger civil forfeiture. So too can provincial Act offences. All proceeds from these offences can be restrained and forfeited. However, instruments (the tools of crime) can only be forfeited if the offence was one that was likely to result in property acquisition or bodily harm.
